FIJI National Evaluator Training
I am especially grateful to the Fiji Public Service Commission (Office of the Prime Minister) for inviting me to train the Fiji Service Excellence Award (SEA) Evaluators. This is the only government that I am aware of that is using the Baldrige Criteria to assess and improve every Ministry, Agency, and Department including the Office of the Prime Minister and the Office of the President.

The Baldrige, EFQM, Australian, Singapore and other national excellence Criteria have opened up the world to me and have allowed me to enjoy visiting and learning about many cultures. Working with many of the best organizations in these great places has allowed me to learn how much about how they have achieved world-class excellence. This webpage celebrates these wonderful experiences with photos and more importantly shares what I have learned from assessing more than one hundred government and other nonprofit organizations in more than 30 countries for over 20 years and also from working with Dr. W. Edwards Deming and Dr. Armand (Val) Feigenbaum for seven years. Paul Steel
What enthusiasm I've observed this year while working at NASA and with the Brunei Prime Minister's Office, the Alaska Small Business Administration, the Army National Guard, Singapore Government (SPRING), and other organizations serious about performing at the highest level.

Working in Juneau in summer is special. The Alaska DOL invited me to help them over the course of two years to apply the Baldrige Criteria. The cooperation and support made my work easy. I have received the same degree of support from the US Department of Energy (DOE).

The Prime Minister's Office in Brunei also requested similar training this year. I trained the Sultan's government consultants in preparation for a national program to assist all government organizations in improving their productivity and performance excellence.
New Zealand
Roger Maxwell (New Zealand Minister of Commerce) invited me to assist in designing and launching the first New Zealand National Quality Award. In 1994 (see photo) he launched the government's Business Development Quality Awards to focus on New Zealand's many smaller organizations.

Has the Baldrige Award gone out of business?
For
the first time in the 27 year history of the award,
in 2013 there were no Baldrige business applicants
and Criteria degradation and impracticality are looking more and more like the
primary causes
To put this in perspective, not one of the 20 million for-profit businesses in the United States applied for the Baldrige Award this year.
